The government of Sao Paulo will hold an auction of concessions to the private sector this Friday, November 1 . The event is the third in Governor Tarcisio de Freitas’ auction marathon, which began on Tuesday, October 29, and involves an investment of R$20 billion in the state.
The lottery auction will take place at the Stock Exchange headquarters, B3, from 10:00. It is estimated that R$3.4 billion will be raised into state coffers. The person who offers the highest initial grant value will receive the concession. The minimum bet is R$260.7 million.
Two consortia are expected to take part in the dispute.
STF launched state lotteries
This decision was only possible because in 2020 the Federal Supreme Court (STF) ruled that states can run their own lotteries without the federal government monopolizing the service. In São Paulo, the system was approved by the Legislative Assembly (Alesp) in 2022.
TO their services will be audited by the SP Public Services Regulatory Agency (Arsesp).
THAT and more than 11 thousand non-exclusive points throughout Sao Paulo. The winning company will be able to experience the service physically or virtually. The future concessionaire will assume responsibility and risks, taking into account contractual parameters, with the opportunity to study the game conditions, without the obligation to study them all.
During the 15-year concession, the winner will have to pay variable grants. According to Palacio dos Bandeirantes, the resources received will be invested in the health sector. The contract also provides for an investment of approximately R$333 million.
The concessionaire must introduce protection and assistance programs for vulnerable populations, and prepare promotional materials about the risks of addiction for consumers. “The lottery service must also provide a self-exclusion mechanism for users. This means that if a person reports on the site that he does not want to play for 30 days, the profile portal is blocked for this period,” explains Edgard Benosatti Neto, president of the Companhia Paulista de Parcerias (CPP).
Understand the types of games planned
Betting was allowed for predictions (specific, sports, numerical and passive) and instant modalities in physical and virtual environments.
In the case of specific and numerical predictions, these are the ways in which the player selects and tries the largest number of numbers drawn in the competition:.
In the case of sports this is Moreover, the player can choose between victory, defeat and a draw between the two teams before the game even starts.
It is worth noting that in this case the prize is distributed among the winners – that is, if the player aims for an outcome that will have fewer players, the prize received will be larger since it will be shared with fewer people.
Passive lottery is similar to Mega Sena, however, instead of the player filling out a ticket, he selects the completed ticket to enter the corresponding competition.
In the case of instant lotteries, these are games in which the player knows the result immediately – like in a scratch card, in which the result is already predetermined and the player only checks it.
(fixed odds betting), as well as types that are not regulated or prohibited by law (bingo, casino and others).
The agreement stipulates that the concessionaire prevents children and adolescents from purchasing products. Physical points of sale must be located at least 300 meters from kindergartens or primary and secondary education institutions.
Auction marathon
The competition complements two already ongoing which takes place between October and November and should guarantee the state private investments amounting to more than 19 billion reais.
These are public-private partnership (PPP) projects, including auctions such as lots for Rota Sorocabana, Novas Escolas (two lots), Loteria Estadual and Nova Raposo.
These projects should lead to the improvement of 550 kilometers of highways in 25 municipalities of São Paulo.
However, on Wednesday, a Sao Paulo court suspended the auction carried out by the Tarcisio de Freitas (Republicans) administration, which transferred the construction, maintenance and management of non-teaching services of public schools to the private sector for the next 25 years. , held on Tuesday 29.
